Public Healthcare — Helsetjenesten
Norway's public healthcare system is funded through the National Insurance Scheme (Folketrygden), which all residents contribute to via payroll deductions. The system is comprehensive, well-staffed, and largely free at point of use once you have registered as a resident and obtained a national identity number.
- All registered residents are automatically enrolled in Folketrygden upon registration
- Annual patient contribution cap: NOK 2,040 (2026) — all services free above this egenandel limit
- Free for children under 16 and pregnant women (no co-payments apply)
- GP visits: NOK 160–280 per consultation — waived once annual cap is reached
- Hospital admissions, surgery, and specialist care: covered fully after annual cap
- Mental health services: free for those under 23; co-pay applies for adults
- Dental care for adults is NOT covered by the public system (except specific conditions) — budget for private dental costs
