Public vs Private Healthcare
Romania's two-tier system means virtually all urban expats rely on private care for anything beyond emergencies.
- Public system (CNAS/Casele de Asigurări de Sănătate): GP visit with 'bilet de trimitere' referral is free for contributors; hospital care nominally free; emergency care free for all
- Reality: long waits, variable quality, older equipment in many public facilities; best public hospitals are in Bucharest and Cluj
- EU citizens with EHIC can use public hospitals for medically necessary care until they register with CNAS
- Once employed or registered as self-employed, mandatory CNAS health contributions apply (10% of income for PFA/self-employed, shared employee/employer for salaried)
- Private clinics: same-day appointments, English-speaking staff, modern equipment; €20–€50 for GP; €40–€80 for specialist
- Dental care: excellent and cheap throughout Romania; major draw for medical tourism (implants, crowns, veneers) from Germany, UK, and Austria
