Estonian Health Insurance Fund (EHIF) — Public Coverage
The EHIF (Haigekassa) is Estonia's public health insurer, covering all legally employed residents. Funding comes from a 13% social tax paid by employers as part of the 33% total employer social contribution.
- All legally employed residents are automatically enrolled in EHIF
- Coverage includes primary care, specialist consultations, hospital care, maternity, emergency services, and subsidised prescriptions
- Patients pay small co-payments: typically €5 at GP, €5–€15 at specialist
- Medicines subsidised at 50–90% depending on the drug
- Family doctors (GPs) serve as gatekeepers to specialist care
- All medical records accessible digitally via Terviseportaal patient portal
- 2026 change: dependent spouse health insurance through EHIF discontinued from 1 February 2026
